Rice, Brown Parboiled

Background

The Oregon Department of Corrections (ODOC) is issuing this Invitation to Bid (ITB) to procure Rice, Brown Parboiled. The purpose of this solicitation is to acquire goods for delivery to the ODOC’s Central Distribution Center in Salem, Oregon. This procurement is conducted under the authority of ORS 421.438 and OAR 291-164-0120.

Work Details

The contract requires the delivery of 85,000 pounds of Rice, Brown Parboiled, which must be parboiled, 100% rice, Number 3 Grade or better as per USDA Standards for Rice. The goods must be delivered in two Full Truck Loads (FTL), with each FTL estimated at 42,500 pounds. The first delivery is expected within 45 days after receipt of order (ARO), with subsequent deliveries scheduled thereafter. All goods must comply with FDA/USDA standards and meet specific packaging and labeling requirements outlined in the ITB.

Period of Performance

The contract period will commence upon issuance of a Purchase Order and will continue until all goods have been delivered and accepted by ODOC.

Place of Performance

Goods are to be delivered to the Oregon Department of Corrections’ Central Distribution Center located at 3601 State Street, Salem, OR 97301.

Bidder Requirements

Bidders must comply with all applicable federal, state, and local laws. They are required to provide a Certificate of Liability Insurance within seven days from the time of contract award. Bidders must also certify compliance with Oregon tax laws and may need to provide proof of residency or certification as a Disadvantaged Business Enterprise (DBE), Minority Business Entity (MBE), Women-owned Business Entity (WBE), Emerging Small Business (ESB), or Service-Disabled Veteran Business Enterprise (SDVBE).
