Rehabilitation of 30 Vacant Units

Background

The Housing Authority Birmingham District (HABD) is a public entity established in 1935 to provide federally subsidized housing and assistance to low-income families in Birmingham, AL. The Agency aims to deliver efficient and effective services and is seeking bids from qualified, licensed, and insured contractors for general building repairs as part of its mission.

Work Details

Contractors will provide all labor, equipment, and materials necessary for general building repairs. The scope includes:

Interior Repairs

Patching drywall, repainting, replacing flooring (carpet, tile), repairing doors/windows, tub surrounds, insulation replacement, ADA modifications, waterproofing, and structural reinforcements.

Exterior Repairs

Retainer walls, sidewalks, fencing, playground equipment repair/replacement, siding repairs, gutter cleaning/repair, exterior painting. Contractors must provide a single hourly labor rate that is all-inclusive and specify a percentage markup not exceeding 20%. Work will be assigned through a task order system across various residential and administrative buildings.

Period of Performance

The contract will commence upon award and continue for a period deemed reasonable by the Agency and the successful bidder. Specific timelines for individual task orders will be defined within the contract.

Place of Performance

The work will be performed at various locations within Birmingham, AL as specified in individual task orders.

Bidder Requirements

Bidders must be qualified contractors with appropriate licenses and insurance. They are required to submit proof of workers' compensation insurance, general liability insurance naming the Agency as an additional insured, automobile insurance coverage details, and a valid business license for Alabama. Additionally, bidders must comply with HUD regulations regarding wage rates for non-construction maintenance work.
