Facilities, Equipment, and Processing for Utah Insurance Department Licensing Examinations

Background

The State of Utah Division of Purchasing is issuing this Request for Proposal (RFP) on behalf of the Utah Insurance Department. The purpose of this RFP is to establish a contract for providing facilities, equipment, and processing services to administer license examinations, acquire and transmit candidate fingerprints, and transmit examination results and license application information for successful candidates to the Utah Insurance Department's current data processing vendor, Vertafore. The goal is to ensure a streamlined process for licensing within the insurance sector in Utah.

Work Details

The contractor will be responsible for: 1) Providing facilities and equipment necessary for administering license examinations; 2) Processing candidate fingerprints; 3) Transmitting examination results and license application information to Vertafore. The contract is expected to result in a single award to the vendor with the highest score based on evaluation criteria outlined in the procurement code.

Period of Performance

The contract will have a duration of five years, during which the vendor must guarantee its pricing.

Place of Performance

The services will be performed within the State of Utah, specifically at locations designated by the Utah Insurance Department.

Bidder Requirements

Vendors must certify that they have read and agree to all provisions in the solicitation document. They are required to comply with all applicable laws, including Utah Code Annotated (UCA) 63G-6a and Administrative Code R33. Vendors must also provide proof of registration in the Status Verification System (E-verify) if employing personnel in Utah. Additionally, vendors must not be engaged in any economic boycotts as defined by UCA 63G-27 et seq., nor provide products from restricted foreign entities or forced labor.
