The State of Oregon, through the Oregon Business Development Department (OBDD), is issuing a Request for Proposal (RFP) for a consultant with expertise in Industrial Symbiosis. The goal is to provide specific Technical Assistance to Pilot Communities and develop strategies and prospective projects that promote Industrial Symbiosis activities both regionally and statewide. OBDD's mission is to invest in Oregon’s businesses, communities, and people to foster a competitive, diverse, and inclusive economy. The proposed budget for this RFP is $900,000.
The successful Proposer will provide Technical Assistance (TA) and project development support to four designated Pilot Communities: COR Disposal, LLC; Clatsop County; Klamath County; and the Port of Morrow. Key activities include:
Convening meetings, providing educational materials on Industrial Symbiosis principles, maintaining communication with stakeholders, and gathering insights for project design.
Conducting evaluations of feasibility for prioritized opportunities, identifying material flows and partnerships, and assessing risks.
Facilitating the planning and design of Industrial Symbiosis projects tailored to community needs, refining project concepts into proposals suitable for funding, and completing feasibility studies for priority projects. 4) Strategic Analysis & Policy Recommendations: Developing recommendations for future projects including policy considerations and identifying statewide opportunities. Deliverables include community-specific project concepts reflecting local conditions and a final report with recommendations.
The initial term of the contract is anticipated to be one year, with the possibility of amendments extending it in one-year increments for up to a maximum of ten years based on need and budget approval. All deliverables must be completed by June 30, 2027.
The contract will be performed in four Pilot Communities within Oregon: COR Disposal, LLC; Clatsop County; Klamath County; and the Port of Morrow.
Proposers must be registered vendors in OregonBuys and demonstrate experience from at least three relevant projects within the last five years involving Industrial Symbiosis activities. They must also comply with local business regulations including registration with the Oregon Secretary of State. Additional qualifications include experience working with public-private partnerships, familiarity with Oregon regulatory frameworks, providing training to stakeholders, and assessing international best practices related to Industrial Symbiosis.
