This announcement constitutes the only RFP; offers are being requested and a written solicitation will not be issued. This procurement is SET-ASIDE FOR SMALL BUSINESSES under NAICS Code 541690, Other Scientific and Technical Consulting Services. Award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Government may elect to award to a single offeror or to award up to but not to exceed two (2) offerors for the services under this solicitation. Under this multiple-award procurement, the Government anticipates making two (2) awards. USTDA recently funded a prior Global Civil Nuclear DS series. Due to high interest and a large number of prospective civil nuclear activities across the Middle East, North Africa, Europe and Eurasia (MENA-EE), Indo-Pacific, and Latin America & the Caribbean Regional (LAC) teams, the Regional teams recommended funding this DS with the potential to permit two awards for up to three (3) initial and four (4) full reviews to two separate offerors for a total of six (6 ) initial and eight (8) full reviews in order to more effectively manage bandwidth given the high volume of proposals. The DS contractor(s) would be expected to evaluate projects across the civil nuclear energy sector, including large light water reactor ( LWR ) and SMR technologies. The Contractor shall develop budgets and terms of reference for each activity that meets USTDA funding criteria. THE FOLLOWING ITEMS REPRESENT THE "PROPOSAL PACKAGE" THAT SHOULD BE RETURNED IN RESPONSE TO THIS SOLICITATION (Addendum to FAR 52.212-1, Instructions to Offerors Commercial Items (SEP 2023)). All Offerors must be registered and have an active status in the SAM database (www.SAM.gov) in order to be eligible for contract award. Offerors are reminded that failure to properly enroll in the SAM database and provide accurate information shall make an offeror ineligible for award as described in FAR 52.204-7. Summary (Newest Update)

Background The U.S. Trade and Development Agency (USTDA) is issuing this solicitation to support the Global Civil Nuclear Energy Desk Study Series. The goal of this contract is to facilitate U.S. industry participation in civil nuclear energy projects worldwide, particularly in developing and middle-income markets. This initiative follows a previous successful series funded by USTDA, aiming to address the high demand for civil nuclear activities across various regions including the Middle East, North Africa, Europe, Eurasia, Indo-Pacific, and Latin America. Work Details The contractor will provide non-personal services under the Desk Study (DS) contract to support decision-making related to funding project development activities. Key tasks include: 1. Conducting preliminary assessments and full project reports for civil nuclear energy projects. 2. Developing budgets and terms of reference that meet USTDA funding criteria. 3. Engaging with prospective grantees and U.S. companies to identify and evaluate project development activities. 4. Delivering up to 6 preliminary assessment reports and 8 full project reports, along with a final report summarizing all findings. 5. Conducting infrastructure risk screenings for proposed activities. 6. Providing regular updates and maintaining communication with USTDA’s Contracting Officer's Representative (COR). Period of Performance The period of performance for this contract is 36 months from the date of the Contracting Officer’s signature. Place of Performance The work will be performed at the contractor's facility. Bidder Requirements This solicitation is set aside for small businesses. Bidders must be U.S. firms or individuals, with employees being either U.S. citizens or lawful permanent residents. Contractors must limit subcontractor use to less than 50% of the proposed price. Additionally, bidders must demonstrate relevant experience in developing Terms of Reference and budgets for feasibility studies and technical assistance. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on USTDA’s prior Global Civil Nuclear Desk Study Series contract (1131PL25CDS21120) awarded to Nuclear Economics Consulting Group for $592,000 (09/23/25–09/22/27). The current solicitation’s scope—conducting preliminary assessments and full project reports, developing budgets and terms of reference for civil nuclear energy activities, and performing infrastructure risk screenings across multiple regions—reads as a continuation of the same desk study series model, including similar deliverables and evaluation support for prospective civil nuclear projects.
