Background

Salt Lake City Corporation is soliciting competitive sealed proposals from qualified offerors to provide Supervisory Control and Data Acquisition (SCADA) & Telemetry Consulting and on-call services at City-owned facilities. The Department of Public Utilities operates multiple water treatment plants and related systems, necessitating expert consulting to address critical hardware and software issues. The goal of this RFP is to select one or more contractors to assist in ensuring safe and reliable operations across various facilities.

Work Details

The awarded contractor(s) will provide a range of services including: 1. Consulting services to identify and address critical issues at facilities, including hardware and software issues. 2. Field equipment monitoring, PLC control signals, communication networks, HMI software configurations, SCADA software, telemetry, security systems, and programming services. 3. SCADA consulting and planning services to ensure operational reliability. 4. Integration services for recommended modifications based on assessments. 5. On-call work for emergencies or routine needs at four City-owned water treatment plants (City Creek WTP, Parleys WTP, Big Cottonwood WTP, Water Reclamation Facility) and other remote locations. 6. Regular assessments of facility systems with written summaries of findings and recommendations. 7. Annual evaluations of facility hardware with detailed reports.

Period of Performance

The contract resulting from this RFP will be for a term of five (5) years.

Place of Performance

Services will be performed at various City-owned facilities including four water treatment plants and remote locations throughout the water supply, distribution, sewer collection systems, reservoirs, irrigation management, and stormwater systems in Salt Lake City.

Bidder Requirements

Offerors must be registered with the State of Utah and comply with all licensing requirements. They must also undergo criminal background checks for personnel performing services on City property; no employees with felony convictions are allowed on site. Insurance coverage is required as specified in the RFP documents.
