Background

The State of Idaho’s Division of Purchasing, on behalf of the Idaho Transportation Department (ITD), is issuing this Invitation To Bid (ITB) to solicit bids from qualified firms for highway delineation products and services. The ITD is responsible for maintaining a safe and efficient transportation network across Idaho, which includes over 12,400 miles of highways and roads. The goal of this contract is to secure highway delineation products that comply with Federal Highway Administration (FHWA), American Association of State Highway and Transportation Officials (AASHTO), and Manual for Assessing Safety Hardware (MASH) standards.

Work Details

The contract will involve providing various types of highway delineation products on an as-needed basis. Specific items include: 1. Flexible Snow Marker Poles - must be rectangular, 144 inches in length, orange in color, made from fiber reinforced polymer composite. 2. Rib-Back Rigid Steel Posts - Type 'U' channel steel posts that meet specific dimensional design requirements, weighing 1.12 pounds per foot and 6 feet long. 3. Delivery must occur within thirty (30) calendar days after receipt of each order, with specific delivery locations indicated on each order.

Period of Performance

The initial term of the contract will be for two (2) years, with the possibility of renewal for up to six (6) years total upon mutual agreement.

Place of Performance

Deliveries will be made to various ITD District Yards located throughout Idaho, including Coeur d’Alene, Lewiston, Boise, Shoshone, Pocatello, and Rigby.

Bidder Requirements

Bidders must be authorized distributors or manufacturers of the products offered. They are required to submit a letter from the equipment manufacturer confirming their status as an authorized dealer. Additionally, bidders must comply with insurance requirements including Commercial General Liability and Workers Compensation Insurance.
