Summary: Background The Bureau of Land Management (BLM) is part of the Department of the Interior and is responsible for ensuring employee safety, public safety, and resource protection through its communication network. The BLM has identified a need to install a base station radio at the Tillamook Field Office to provide employees access to the BLM's repeater network and dispatch operators. This project aims to enhance communication capabilities within the field office. Work Details The scope of work includes the installation of one VHF antenna along with all necessary RF cables, RF cable supports, connectors, and lightning protection on a tower located at the Tillamook Field Office. The RF cable will be routed to the Radio Equipment Room through existing conduit and terminated there. All work must comply with Motorola R56 Standards for Communications Sites. Key tasks include: 1) Mounting the customer-provided VHF antenna on the tower using standoff brackets; 2) Installing and terminating provided LDF5-50A cable and required jumpers between system components using industry-standard hardware; 3) Installing industry-standard lightning protection to provided ground bus bars; 4) Running RF cabling from cable entry to the Radio Equipment Room; 5) Providing evidence that the antenna system is installed and functioning correctly according to specifications; 6) Obtaining any necessary permits from County or State authorities. The project will be executed in three phases: Pre-Construction Site Walk, Project Execution, and Closeout and Delivery. Period of Performance The contract period of performance is from June 24, 2026, to July 22, 2026. Place of Performance The construction projects will be performed at the Tillamook Field Office located at 6275 Blimp Blvd, Tillamook, OR 97141. Bidder Requirements Bidders must meet specific requirements including being a Small Business Set Aside - Total (SBA). Additionally, contractors must possess appropriate licenses for construction work, bonding capabilities, insurance coverage, and must submit a subcontracting plan if applicable.
