NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration intends to award a single source contract to Weston Solutions, Inc. (Weston). The FAA Mike Monroney Aeronautical Center (MMAC) has a requirement for Environmental Architecture and Engineering (A&E) services. Prospective activities include field investigations; production of plans, specifications, studies, calculations and estimates; laboratory analysis; preparation of worker health and safety, sampling and other plans; field sampling (including groundwater, soil, sediment, surface water and air); spill prevention, containment and counter-measure plans; noise evaluations; industrial waste water pretreatment; air quality (including air emission inventories and indoor air quality); environmental impact statements (EIS's) and environmental assessments (EA's) under the National Environmental Policy Act; environmental site assessments (ESA's) under the Comprehensive Environmental Response, Compensation and Liability Act; hazardous material storage and handling; groundwater assessments, groundwater well installation, well plugging and abandonment; SARA Title III inventory and reporting; Polychlorinated biphenyl (PCB) abatement; pollution prevention opportunity assessments; remediation of air, soil, sediment, groundwater and/or surface water contamination; environmental contaminants of emerging concern including per-and polyfluoroalkyl substances; vapor intrusion surveys, investigations and mitigation; and fuel storage tank management, specifications and drawings. Site work required will be located at the FAA Mike Monroney Aeronautical Center (MMAC) The Government conducted market research, including posting a market survey on SAM.gov on March 18, 2026, Notice ID: MRKTSVY-26-RFI-ENVIRO_A_E to identify sources capable of performing the requirements identified in the Statement of Work (SOW). Nine contractors responded to the market survey, consisting of six small businesses and three large businesses. Responses were evaluated against the full range of technical, engineering, environmental, remediation, laboratory, investigation, regulatory, and operational requirements identified in the SOW and documented in the Government's market survey evaluation matrix. The requirement is a comprehensive multidisciplinary federal Architectural and Engineering (A&E) environmental services effort involving complex and integrated technical capabilities including, but not limited to:

Past procurement experience, as well as the evaluation of the responses to the latest market survey dated March 18, 2026, enabled the FAA to determine that only Weston demonstrated the ability to perform the full scope of required services across all major technical disciplines identified in the SOW. In addition to technical capability, the Government evaluated the operational capacity required for the projected workload, noting that the MMAC currently maintains eight active task orders valued at approximately $7 million with more in process, alongside an anticipated expansion of future remediation activities. This extensive workload demands multiple concurrent teams of specialized engineers, scientists, and environmental professionals; however, the Government determined that all but one respondent failed to demonstrate the necessary staffing depth, technical breadth, or organizational resources to support the full scope and volume of work. Ultimately, making an award to a source lacking demonstrated capability across all required disciplines would introduce unacceptable schedule, technical, regulatory, and mission performance risks to ongoing and planned MMAC environmental investigation and remediation activities. Based on the results of the market research, Weston is the only source identified that demonstrated the ability to satisfy all technical, operational, engineering, scientific, and regulatory requirements associated with this acquisition with an acceptable level of performance risk. Because this requirement is driven primarily by demonstrated technical capability, multidisciplinary integration, specialized environmental expertise, and operational capacity, the Government does not reasonably expect that conducting a competitive acquisition would result in a different technical outcome or provide meaningful overall value advantages to the Government. Accordingly, the Government intends to pursue a sole source award to Weston pursuant to applicable acquisition authorities. In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to Weston and is not available for full and open competition.
