These include Recreation Area and Facility Cleaning; Solid Waste Collection, Transport, and Disposal; Heavy Equipment Maintenance/Repairs; Visitor Center Operations and Maintenance; Carpentry; Erosion Control Activities; Buoy Placement and Maintenance; Painting; Heating/Air Conditioning Services; Masonry Repair; Landscaping; Wildlife and Fisheries Enhancement; Flood Control Structure Repairs and Maintenance; and Road Maintenance/Repairs. The Government intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a base ordering period with four options and a 6-month ordering period. The Request for Proposal will be available on the Contract Opportunities Web Page at https://sam.gov/. Offerors may register on the Interested Vendor List (IVL) at https://sam.gov/ and retrieve an IVL from the same location. Compact disc and hard copies will not be available. Offerors should check often for changes (amendments). Solicitation issue date is expected to be on or around 15 July 2026. The Solicitation response due date will be established at a later time. Summary: Background The U.S. Army Corps of Engineers (USACE) Vicksburg District (MVK) is responsible for the operation and maintenance (O&M) of the Arkansas Lakes Flood Control Projects at DeGray Lake, Lake Ouachita, and Lake Greeson in Arkansas. This procurement is a 100% total small business set-aside. The goal of this contract is to ensure the continued operation and maintenance of these lakes, which includes a variety of tasks aimed at preserving the facilities and providing services to the public. Work Details The contractor will be responsible for a broad range of operations and maintenance tasks including but not limited to: Recreation Area and Facility Cleaning; Solid Waste Collection, Transport, and Disposal; Heavy Equipment Maintenance/Repairs; Visitor Center Operations and Maintenance; Carpentry; Erosion Control Activities; Buoy Placement and Maintenance; Painting; Heating/Air Conditioning Services; Masonry Repair; Landscaping; Wildlife and Fisheries Enhancement; Flood Control Structure Repairs and Maintenance; Road Maintenance/Repairs. The contractor must provide adequate management and administrative personnel to oversee all work performed under this contract, including supervision, personnel management, work planning, scheduling, quality control, safety management, data entry, recordkeeping, and property management. A defined chain of command must be established including a superintendent with at least two years of experience in management duties. The contractor must also designate a Contractor Quality Control Officer (CQCO) responsible for ensuring compliance with specifications.
