Summary (Newest Update)

Background The Mission and Installation Contracting Command (MICC) is issuing this Combined Synopsis and Solicitation, W9124J26RRESP, for contractor-provided Respite Care Services in support of the Exceptional Family Member Program (EFMP). The EFMP is designed to assist military families with special medical or educational needs by providing short-term relief to primary caregivers, thereby reducing fatigue and sustaining readiness. The goal of this contract is to deliver consistent, compliant, and high-quality respite care services to eligible Exceptional Family Members (EFMs). Work Details The contractor shall provide all personnel, management, and oversight necessary to perform non-personal EFMP Respite Care Services as defined in the attached Performance Work Statement (PWS). Core requirements include: 1. Comprehensive program management; 2. Family intake and assessment; 3. Matching qualified care providers with families; 4. Direct delivery of safe, reliable, and compliant respite care services to eligible EFMs. The contractor must manage sensitive care scenarios, ensure continuous safety of EFMs, and maintain high-quality service delivery. Specific tasks include providing certified or licensed providers for Level III and Level IV care: Level III Providers assist with daily living activities such as meal preparation, bathing, feeding, toileting, lifting, positioning, dressing; Level IV Providers perform all Level III duties plus care for complex conditions like seizure activity and tube feedings. Period of Performance The contract will have a one-year base period with four one-year option periods. Performance must commence immediately upon award. Place of Performance Services will be performed throughout the continental United States, Alaska, Puerto Rico, and Hawaii. Bidder Requirements This acquisition is a 100% Small Business Set-Aside. Offerors must possess the capability to manage sensitive care scenarios and ensure high-quality service delivery. They must also provide proof of provider education and required certifications. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior EFMP Respite Care Services work under contract W9124J25CA018, awarded to Genrev Strategies for $1,608,855 (05/20/25–03/19/26). The prior award description indicates the same EFMP respite care mission, and the current PWS similarly requires program management, family intake/assessment, matching qualified providers, and delivering Level III/IV respite care for eligible Exceptional Family Members. The overlap in service type and delivery model suggests the new requirement may be a continuation or follow-on of the same respite care effort.
