Background The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is issuing this solicitation for the fabrication, supply, delivery, installation, and removal of an ice control boom system located on the Allegheny River in Oil City, Pennsylvania. This project is categorized as an emergency procurement action under Flood Control and Coastal Emergencies (FC&CE) authority to restore the Oil City Allegheny River Ice Boom to full operational capability due to component failures in the existing system. Work Details The contractor shall fabricate and deliver a replacement ice control boom system which includes: - Removal and disposal of the existing ice boom system. - Installation and testing of the new ice boom system. - All materials must be new, unused, and compliant with technical specifications. - The contractor must verify all existing conditions including land anchors to ensure a complete and functional ice control system. - The scope includes mechanical components such as pontoons, buoy, wire rope, chains, and all connecting hardware that will be replaced in full.
