Summary: Background The National Park Service (NPS) intends to award a Firm-Fixed-Price contract for professional arborist services at Saint-Gaudens National Historical Park, located in Cornish, New Hampshire. This project aims to provide necessary maintenance to several trees within the cultural landscapes of the park, ensuring the preservation and health of these natural resources. Work Details The contractor shall perform various arboricultural services including: 1. Fertilizing a national champion Thornless Honey Locust and an American Elm using a deep tine soil penetration technique with a mycorrhizal fungi solution. 2. Removing and replacing three Lombardy Poplars with in-kind or approved substitute species. 3. Grinding the stump of a previously removed White Birch and planting a new one. 4. Pruning four trees ranging from 14.5 to 20 inches DBH to remove dead, dying, and weak branches. 5. Planting an American Elm cultivar resistant to Dutch Elm Disease to replace one that was removed approximately three years ago. Period of Performance The period of performance for this contract is anticipated to be from July 1, 2026, to December 4, 2026. Place of Performance All work will be performed at Saint-Gaudens National Historical Park, located at 139 Saint-Gaudens Road, Cornish, NH 03745, and at the Blow-Me-Down Farm Unit (BMDF), approximately one mile north of the main park campus on NH Route 12A. Bidder Requirements Bidders must meet the following requirements: 1. Small Business Set Aside - Total (SBA). 2. Minimum five (5) years of experience performing similar arboricultural services. 3. Current ISA Certified Arborist certification. 4. Capability to provide required equipment for the tasks outlined in the SOW. 5. Understanding of project requirements as detailed in the solicitation. Incumbent Analysis (see Incumbents section for more detail) The prior contract 140P4325P0050 for work at Saint-Gaudens National Historical Park was awarded to Gallagher Tree Service for $76,233 (07/24/25–01/31/26) to mitigate hazardous trees. The current Professional arborist services requirement includes similar tree maintenance activities—such as pruning/removal/replacement and stump grinding—at the same park location, which suggests the new effort may be a continuation of ongoing arboricultural work within the park’s cultural landscape.
