Summary

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12.6 and FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ASRC Federal Gulf State Constructors, LLC (AFGSC) the Prime Contractor acting on behalf of the Government, is soliciting firm-fixed-price (FFP) quotes to Repair and Replace Network Switches located in Facility 500 at Vance AFB, Oklahoma. Work shall be performed in accordance with the attached Statement of Work (SOW).

Funding Notice

Funds are not presently available for this requirement. No award will be made until funds are available. AFGSC and/or the Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event AFGSC or the Government cancels this solicitation, neither AFGSC nor the Government has any obligation to reimburse any offeror for any costs.

Quote Validity

Quotes must remain valid for 90 days after the solicitation close date of July 13, 2026. This extended timeframe will provide the Government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process.

Bid Requirements

The completed bid form in the attached SOW packet (Appendix B) must be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than July 13, 2026 at 11:00 AM CST. No late offers will be considered or accepted after the deadline. Bases for award will be Low Price/Technically Acceptable (LPTA). Description: The Contractor shall provide all supervision, labor, equipment, materials, and tools necessary to accomplish the repairs identified in the SOW. Work includes but is not limited to: Installation of new Honeywell SFP switches (Honeywell manufactured only no substitutions).

Site Visit

A site visit will be scheduled for this project; however, the date and time will be announced at a later date and access instructions will be posted via amendment to this notice. Q&A: A Question and Answer (Q&A) form is attached to this solicitation. All vendor questions must be submitted using the form only. Questions submitted in any other format will not be accepted. The deadline for submitting questions is June 29, 2026 at the close of business (COB). All vendors must be registered and active in the System for Award Management (SAM) at the time of quote submission. Quotes submitted by vendors who are not active in SAM cannot be considered for award. Attachments: Statement of Work - Includes Drawings, Pictures, Bid Form Wage Determination (current Davis-Bacon WD for the applicable county)

Summary: Background ASRC Federal Gulf State Constructors, LLC (AFGSC) is the Prime Contractor acting on behalf of the Government to solicit firm-fixed-price quotes for the repair and replacement of network switches located in Facility 500 at Vance AFB, Oklahoma. The goal of this contract is to ensure the proper functioning of network infrastructure critical to the operations at Vance AFB. Work Details The Contractor shall provide all supervision, labor, equipment, materials, and tools necessary to accomplish the repairs identified in the Statement of Work (SOW). The work includes: - Installation of new Honeywell SFP switches (Honeywell manufactured only – no substitutions). - Installation of uninterrupted power supplies in line with newly installed network switches. - Migration of CPO controllers to the new switch while leaving existing switches in place until all buildings have been migrated to CPO BACnet controllers. - The contractor must maintain clean areas free of clutter and debris during construction and restore the site to preconstruction conditions or better upon completion. - Protection of Government property is required, including returning areas damaged during construction to a condition equal or better than before work commenced. Period of Performance The total period of performance is 40 calendar days, which includes up to 30 calendar days for mobilization and material lead time, followed by a performance period where all work must be completed within 10 calendar days after obtaining a Notice to Proceed. Place of Performance Vance Air Force Base (AFB), located three miles south of Enid, Oklahoma. Bidder Requirements Bidders must submit a completed bid form included in Appendix B along with all required documentation. The Contractor's representative must have a minimum of 3 years experience as a Superintendent on similar projects. Additionally, a Quality Control (QC) representative must have at least 2 years combined experience as a Superintendent, Inspector, QC manager, Project manager, or Construction Manager on similar contracts.
