Summary (Newest Update)

Background The U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23 is conducting market research to identify small business sources capable of providing a virtual police training simulator. This Sources Sought Notice is issued for informational purposes only and does not constitute a solicitation or commitment to contract. The goal is to assess the availability of Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) that can fulfill the requirements outlined for the Fargo VA Medical Center. Work Details The Fargo VA Health Care System is requesting the delivery of 1 Portable Weapons Training Simulator System for the Police Department. The system must be brand name or equal to VirTra - Virtual Interactive Coursework and Training Academy, with specific salient characteristics including: - Manufacture dates within 1 year of award date. - Physical Specifications: - Mobile ready - Quick Setup - Compact case with integrated components - Laptop-based instructor station with case for easy transport - Maximum weight of 100 lbs. - Computer System/IT Requirements: - Windows Professional Operating platform (Windows 10 or newer) - Training software updated for life of system - Supports data encryption - Fully operational/standalone without internet connection - Wireless devices must be FIPS 140-2 certified - User authentication with “Strong Password” protection capability - Graphic interface with 4K resolution technology with photorealistic graphics. - Projection System: - Minimum resolution of 1920 x 1080 - Minimum brightness of 2800 lumens - Sound System: - Rack-mounted speaker system. - Operational Specifications include self-calibrating under any lighting conditions, support for individual marksmanship training, a minimum library of 100 scenarios covering various training aspects, and installation by a manufacturer certified technician. Maintenance and warranty must include at least one year of parts and labor support. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance Fargo VA Medical Center, located at 2101 Elm Street NE, Fargo, ND, 58102. Bidder Requirements Bidders must be able to demonstrate capability as either a Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB). They should provide a capability statement indicating their experience in delivering similar supplies, including necessary certifications and licenses. Additionally, bidders must comply with records management obligations as specified by federal regulations. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract 36C26323P1006 awarded to Virtra for a “POLICE SIMULATOR” valued at $64,900 (09/22/23–12/01/23). The current requirement for a portable virtual police training simulator system (brand name or equal to VirTra) with installation and scenario-based training aligns closely with the prior police simulator effort, suggesting the new need may be a continuation or replacement of the same type of equipment for the Fargo VA Police Department.
