Background The contract is issued by the Oklahoma City Air Logistics Center (OC-ALC) at Tinker Air Force Base, OK, which is responsible for the chemical analysis of metals and materials used in USAF aircraft and jet engines. The goal of this contract is to procure a Multi-purpose X-ray Diffraction (XRD) System that will support various analytical applications including phase identification, quantitative phase analysis, residual stress investigations, and more, particularly in relation to worker health safety issues. Work Details The contractor shall furnish, ship, assemble, install, verify, calibrate, test, and provide training for a multipurpose X-ray diffraction (XRD) system. Key specifications include: 1. **Design**: New unit with current manufacturer’s design features. 2. **Safety**: Compliance with National Electrical Code; necessary interlocks for operator safety. 3. **Warranty**: 1-year on-site warranty on all parts and labor post-installation acceptance. 4. **General Specifications**: - Highly accurate two-circle goniometer capable of vertical theta-theta geometry. - Maximum outer theta-1 shaft range: +178 deg to -4 deg; inner theta-2 shaft: -178 deg to +178 deg. - Peak position accuracy: ±0.01 degrees 2-theta. - Stability better than (<0.005%) for high voltage/current with 10% supply variation. - Capable of switching between Parallel Beam (PB) and Bragg Brentano (BB) geometries without manual realignment. - Equipped with cobalt LFF x-ray tube, Copper LFF x-ray tube, Cr LFF x-ray tube, and Mn LFF x-ray tube for both line & spot focus applications. 5. **Analytical Software**: Data acquisition software supporting multi-hkl method of stress analysis and XRD phase identification using ICDD PDF database. 6. **Computer System**: At least a 7th Gen Intel® Core™ i7 processor with Windows 10 OS and necessary software licenses. Period of Performance Estimated Delivery Date: June 1, 2027; Estimated Installation Date: August 1, 2027; Estimated Verification/Calibration Date: September 3, 2027; Estimated Training Date: September 10, 2027; Estimated Full Operational Capacity Date: September 15, 2027. Place of Performance Tinker Air Force Base, Oklahoma. Bidder Requirements The contractor must provide all labor, tools, equipment, materials including personal protective equipment (PPE), transportation and shipping necessary to fulfill the SOW requirements. The contractor must also demonstrate compliance with safety standards and provide operational training for Tinker AFB personnel.
