The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for a base and four option years of Generator Preventative Maintenance for the Radar Operations Center in Norman, OK. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 12.203(c)(2). DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov). Summary: Background The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for Generator Preventative Maintenance for the Radar Operations Center in Norman, OK. The goal of this contract is to ensure the operational reliability of five generators at the ROC through regular maintenance and emergency repair services. Work Details The Contractor shall provide emergency on-call services, repair, and preventative maintenance (PM) services for five generators at the Radar Operations Center (ROC) and Radar Compound. The Contractor must provide all personnel, transportation, equipment, tools, supplies, materials, PM parts, and personal protective equipment (PPE) required to perform services according to Original Equipment Manufacturer (OEM) recommendations. Preventive maintenance plans and inspection checklists must be submitted in accordance with Section 5.0 Deliverables. Work must be accomplished without disruption to daily government operations unless pre-planned and approved. The Contractor shall report only to the assigned Government Point of Contact (GCP), Contracting Officer (CO), or Task Manager (TM). The maintenance schedule includes semi-annual service level checks and an annual 99-point inspection covering various components such as engine electrical systems, generators, safety controls, instrumentation, air induction & exhaust systems, lubrication systems, cooling systems, fuel systems, and automatic transfer switches. All defective parts replaced by the Contractor become their property and must be disposed of according to local regulations. The Contractor is required to use new OEM or OEM equivalent parts for all repairs. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Radar Operations Center, Norman, OK 73069; specifically at locations including 1200 Westheimer Drive (Building 375), 1313 Halley Circle (Building 600), 1424 Halley Ave (Building 366), and 1167 Westheimer Drive (Radar Compound). Bidder Requirements A certified technician having an Electrical Generating Systems Association (EGSA) Certificate is required to perform preventative maintenance actions. This opportunity is a Small Business Set Aside - Total (SBA).
