Summary (Newest Update)

Background The United States Air Force Business Enterprise Systems Division is seeking a partner to build, integrate, and sustain a suite of common services on the Cloud One Oracle Cloud Infrastructure (OCI) platform. The goal is to enhance a standardized, shared-services model that empowers the Program Management Office (PMO) to improve internal and external collaboration, streamline business functions, and continuously integrate current and emerging technologies to provide a decisive information advantage to the warfighter. Work Details The contractor will provide IT services for a wide range of tasks including environment migrations, development, automated testing, integration, cybersecurity, maintenance, and sustainment of ERP CS capabilities. Specific tasks include: - Proactively collaborating on common infrastructure services with stakeholders; - Designing, developing, deploying, documenting, implementing, integrating, automating, operating, and sustaining ERP common services; - Managing continued performance of existing ERP CS environments; - Providing sustainment activities such as service management and database management; - Ensuring operations support for capabilities and services; - Leveraging cutting-edge IT disciplines; - Integrating emerging technologies; - Employing modern software development practices like comprehensive Test Automation; - Aligning all tasks with System Lifecycle and agile policies. Period of Performance The projected Period of Performance is one base year with four one-year options plus a six-month Extension of Services. Place of Performance Maxwell AFB-Gunter Annex, Alabama. Bidder Requirements Offerors must demonstrate capabilities in integrating emerging technologies and employ modern software development practices. Experience in establishing enterprise-level common services on a cloud platform (preferably Oracle Cloud Infrastructure) is required. Bidders should also have experience providing 24/7/365 operational support for mission-critical systems. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, with Accenture Federal Services holding multiple related ERP Common Services awards, including FA877120C0014 (ERP COMMON SERVICES; $141,274,820) and FA877126C0001 (ERP CS PRIME; $38,480,659). The prior work includes sustaining existing ERP common service infrastructures and establishing new cloud common infrastructure/services on Cloud One/OCI, including migrations and delivery of capabilities via agile/DevSecOps processes for Air Force ERP programs such as AFIPPS and DEAMS—activities that align closely with the current requirement to build, integrate, and sustain ERP CS capabilities on the Cloud One OCI platform. Additionally, DLT Solutions’ Oracle consulting support task order (NNG15SC98B-FA877124F0060; $9,969,279) provides ERP CS program management office support using Oracle EBS subject matter expertise, which also overlaps with the proposed integration and sustainment focus.
