Summary (Newest Update)

Background The Tonto National Forest, managed by the U.S. Department of Agriculture (USDA) and the U.S. Forest Service, is seeking to contract septic collection services for its South Zone, which includes the Cave Creek Ranger District, Globe Basin Ranger District, and Mesa Ranger District. The goal of this contract is to ensure proper waste management at recreation sites by providing necessary labor, equipment, supplies, and services for the collection and disposal of septic refuse from vault toilets. Work Details The contractor will perform the following tasks: 1. Provide all labor, equipment, supplies, services, permits, and licenses necessary for septic refuse collection from vault toilets. 2. Remove all debris from vaults including cans, bottles, animal parts, clothing, and other miscellaneous trash. 3. Clean and disinfect the work area after waste removal. 4. Transport waste materials to an approved disposal site in compliance with applicable laws and regulations. 5. Ensure that all waste is contained in leak-proof containers to prevent contamination during transport. 6. Maintain cleanliness of work areas throughout the project duration. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will be performed in various recreation sites across the South Zone of the Tonto National Forest. Bidder Requirements This acquisition is set-aside for small business concerns under a Total Small Business Set-Aside status. Bidders must demonstrate technical capability in septic pumping services including equipment specifications that prevent leaks during transport and capacity to handle over 1,000 gallons of waste at a time. Contractors must also provide evidence of past performance on similar projects. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on the award 127EAV23A0008-127EAV25F0024, awarded to W & P for $165,075 (09/15/25–09/14/26). That prior work involved vault toilet septic collection services for the North Zone of the Tonto National Forest, and the current requirement similarly calls for labor, equipment, and hauling/disposal of septic refuse from vault toilets at recreation sites. The change in zone (North vs. South) suggests a continuation of the same type of service across adjacent areas of the same forest.
