This action is pursued under the authority of RFO 6.103-1(c)(2).

Summary (Newest Update)

Background The U.S. Army Corps of Engineers, Caribbean District, is seeking to increase the capacity of the 2022 Architectural-Engineering Services Multiple Award Task Order Contract (MATOC) awarded to seven firms. This action is necessary to ensure mission continuity and support for civil works projects within the Jacksonville District area of responsibility, which includes Puerto Rico and the U.S. Virgin Islands. The existing MATOC has a shared capacity of $130 million, which has been nearly exhausted due to task orders awarded over the first four years. Work Details The proposed action involves modifying the existing SAJ Design MATOC to increase its total shared contract capacity. The MATOC includes both unrestricted and small business contractor pools, with four large AE awardees and three small business AE awardees. The modification aims to provide continued engineering and design services for civil works projects, ensuring that critical design tasks can be executed without interruption. The market research conducted indicated that while there are qualified firms available, the remaining capacity of the MATOC is insufficient for upcoming accelerated projects funded by BBA. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The work will primarily take place in Puerto Rico, the U.S. Virgin Islands, and other locations as assigned within the Jacksonville District area of responsibility. Bidder Requirements This opportunity is set aside for Small Business Set Aside - Partial (SBP). Bidders must demonstrate relevant experience in architectural-engineering services, possess necessary licenses and certifications, and may require specific security clearances depending on project needs. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract because it is a modification to the existing 2022 Design IDIQ MATOC (W912EP22D0002 through W912EP22D0009) awarded to multiple firms, including Aecom B&V Civil Works JV, CDM Federal Programs Corporation, Kimley-Hanson-Bergmann JV, Stanley Consultants–Stantec JV, and SAI-WGI JV. The prior awards were for the MATOC base year design IDIQ work with overlapping performance periods (e.g., 03/18/22–05/03/27) and the current action seeks to increase MATOC capacity to continue providing engineering/design services for civil works projects in the same Jacksonville District area of responsibility.
