Background The United States Army Reserve Command (USARC) is seeking proposals for Psychological Health Program Support Services through solicitation number W81K0426RA011. This acquisition is 100% set-aside for small business concerns, aiming to enhance the psychological health support services for service members. The goal of this contract is to provide high-quality, comprehensive psychological health services that promote readiness and well-being among service members. Work Details The contractor shall provide non-personal services to support the Psychological Health Program (PHP) requirements of the USAR. Key tasks include: 1. Providing two Full-Time Equivalents (FTEs) as Regional Director Psychological Health - Team Leads, totaling 3,520 hours. 2. Offering surge hours for Regional Director Psychological Health - Team Leads as needed. 3. Supplying 15 FTEs for Regional Director Psychological Health, amounting to 26,400 hours. 4. Delivering surge hours for Regional Director Psychological Health as specified in the Performance Work Statement (PWS). 5. Developing and maintaining a Quality Control Plan (QCP) to ensure compliance with service standards and objectives. 6. Conducting assessments, short-term problem resolution counseling, referral services, clinical case management, and traumatic event management. 7. Providing education, training, and support to enhance customer satisfaction and reduce waste or fraud in government financial systems. Period of Performance The geographic location(s) the contract will be performed (if provided). Place of Performance Services will be performed at designated locations as specified by the USARC. Bidder Requirements Bidders must meet the following requirements: - Small Business Set Aside - Total (SBA). - All personnel must maintain active non-restrictive licenses relevant to their roles. - Contractors must develop a compensation plan that meets or exceeds the Service Contract Labor Standards (SCLS) Wage Determination. Proposals with compensation plans below this threshold will be deemed unacceptable.
