UDWR Seeds, Summer 2026

Background

The State of Utah Division of Wildlife Resources is issuing this Invitation for Bids (IFB) to procure various seeds for the summer of 2026. The goal of this contract is to ensure the availability of high-quality seeds that meet specific state requirements, including compliance with both state and federal seed laws. The procurement process anticipates multiple contract awards based on the lowest price per pound of pure live seed (PLS) and the earliest delivery dates that meet the minimum specifications outlined in the solicitation.

Work Details

Vendors are required to provide various types of seeds, including but not limited to certified, non-certified, and source identified seeds. All seeds must comply with Utah State Seed Laws and Federal Seed Act regulations. Specific requirements include: - Delivery of seeds to the Great Basin Research Center Seed Warehouse located at 494 West 100 South, Ephraim, Utah. - All seeds must be delivered on pallets weighing no more than 2,500 lbs. - Vendors must guarantee pricing for one year and ensure delivery between August 3, 2026, and September 3, 2026. - Seeds must be tagged according to Utah State Seed Laws and include information such as species name, variety, source identification, and assigned State PO#. - Genetic testing is required for all Amaranthus species with proof accepted from prior testing. - Vendors must provide a fully filled Seed Analysis Request Form with each delivery to authorize necessary seed lab tests.

Period of Performance

The contract period will commence upon award and will require seed deliveries starting from August 3, 2026, with a preferred completion date by September 3, 2026.

The geographic location for performance is primarily at the Great Basin Research Center Seed Warehouse located at 494 West 100 South, Ephraim, Utah.

Bidder Requirements

Vendors must certify compliance with all provisions in the solicitation document. They are also required to provide proof of registration in the Status Verification System (E-verify) if employing personnel in Utah. Additionally, vendors must not be engaged in any economic boycotts against Israel or other restricted foreign entities as defined by Utah law.
