The City is seeking bids for Fire Alarm Upgrades at the Ferguson Library DiMattia Building (Main Library) located at 1 Public Library Plaza, Stamford, CT 06901. The scope of work includes: - Upgrading the existing fire alarm system to meet current codes and standards - Ensuring all work is compliant with applicable federal and state requirements - Coordinating with the Project Manager and library staff as needed Who is Requesting: This solicitation is issued by the City for the Ferguson Library DiMattia Building (Main Library). The Project Manager for this contract is Josh Noggle, Building Systems Engineer.

Background

This project is funded in whole or in part with federal American Rescue Plan (ARP) funds. Federal funds will be used to satisfy all or some of the resulting contracts.

Contract Requirements

- All proposers must have a Unique Entity ID and register with SAM.gov either before the proposal due date or before an agreement can be executed. - All proposers must comply with the requirements of 2 C.F.R. 200. - The contract is subject to state contract compliance requirements, including nondiscrimination statutes and spending allocation goals. - State law requires: - A minimum spending allocation goal of 25% of the state-funded portion of the contract for award to subcontractors holding current certification as Small Business Enterprises (SBE) from the Connecticut Department of Administrative Services (DAS). - A minimum spending allocation goal of 6.25% of the state-funded portion for subcontractors holding current DAS certification as Minority-, Women-, and/or Disabled-owned businesses (M/W/DisBE). - The contractor must demonstrate a good faith effort to meet the 25% spending allocation goals.
