The City of Tualatin Parks & Recreation Department is seeking proposals from qualified consultant teams to provide design, community engagement, permitting support, and construction support services for the Riverfront Park Project. This initiative aims to create a signature riverfront destination that integrates accessible river access, the Tualatin River Greenway Trail Extension, and flexible community gathering spaces. The project is intended to serve as a catalyst for downtown revitalization and aligns with the City’s broader community goals of promoting equity, diversity, and sustainable development.
The scope of services includes: 1. Pre-Design/Discovery: Conducting site inventory, geotechnical studies, existing conditions documentation, and preliminary utility coordination. Deliverables include a preliminary design schedule and technical reports. 2. Community Engagement: Leading a comprehensive stakeholder engagement process, developing a Community Engagement Plan, facilitating activities throughout design phases, and documenting stakeholder feedback. 3. Conceptual Design: Preparing multiple conceptual design alternatives that reflect community character and integrate accessibility features. Deliverables include conceptual site plans and preliminary renderings. 4. Design Development: Refining the preferred concept into advanced designs suitable for permitting and construction documents, including traffic impact analysis and habitat restoration strategies. 5. Construction Documents: Preparing complete construction documents for public bidding under the DBB+V delivery method with milestone deliverables at various stages (30%, 60%, 90%). 6. Project Permitting: Supporting land use and environmental permitting efforts with necessary documentation and technical studies. 7. City Coordination & Design Review: Facilitating project coordination meetings at key milestones.
The anticipated period of performance begins with the execution of a professional services agreement in July 2026, with construction procurement targeted for October 2028.
The project will be performed at multiple tax lots located along the Tualatin River at the eastern edge of Tualatin Community Park in Tualatin, Oregon.
Proposers must comply with Oregon Revised Statutes and City of Tualatin Municipal Code requirements. The City encourages participation from firms certified through the Oregon Certification Office for Business Inclusion and Diversity (COBID), including Disadvantaged Business Enterprises (DBE), Women Business Enterprises (WBE), Minority Business Enterprises (MBE), Veterans Business Enterprises (VBE), Emerging Small Businesses (ESB), or Oregon Small Business Enterprises (OSBE).
