Background

The Department of Land and Natural Resources (DLNR) of the State of Hawaii is seeking proposals from qualified consultants to provide workplace investigations, assessments, and mediation services. The goal is to ensure compliance with relevant employment laws while maintaining confidentiality, objectivity, and risk mitigation.

Work Details

The contractor will be responsible for providing services on an 'as-required' basis, including: 1. Conducting Workplace Investigations: Interviewing involved parties, assessing credibility, determining findings of allegations and policy violations, and producing an investigation report. 2. Conducting Workplace Assessments: Identifying issues, formulating solutions including drafting policies and procedures, reviewing existing policies, evaluating management and employee practices, identifying causes of issues, and recommending solutions. 3. Providing Mediation Services: Assisting in resolving employment-related disputes. The contractor must be available to discuss work orders within 48 hours of notification and may need to travel to various islands in Hawaii as required.

Period of Performance

The contract will have a period of performance of three years with the possibility of two one-year extensions.

Place of Performance

Services may be required across various locations in Hawaii including Oahu, Kauai, Maui, Molokai, Lanai, and Hawaii island.

Bidder Requirements

Offerors must possess knowledge of harassment, discrimination, retaliation, and misconduct issues; strong facilitation and communication skills; familiarity with Hawaii employment laws; experience conducting workplace investigations for government employers in Hawaii; and must be registered with the Hawaii Compliance Express (HCE) prior to submitting a proposal.
