The State of Alaska's Department of Public Safety (DPS) is issuing an Invitation to Bid (ITB) for turbine helicopter maintenance services. The DPS operates a fleet of aircraft, including fixed-wing and rotary-wing, to support law enforcement and wildlife enforcement duties across Alaska. The primary maintenance facility is located at Lake Hood Airport in Anchorage, with a secondary facility in Fairbanks. The goal of this contract is to ensure the operational readiness and safety of the DPS's Airbus AS350B3 helicopters through scheduled and unscheduled maintenance.
The contractor will perform scheduled and unscheduled maintenance on two Airbus AS350B3 helicopters stationed in Anchorage and Fairbanks. Services include: - Scheduled and non-scheduled maintenance inspections or tasks. - Airframe, engine rotor system, drive system, and time component changes. - Component/parts repairs as allowed by regulation. - Repairs and/or maintenance support in the field. - Overhauls, restoration, and conformity checks. The contractor must provide all necessary materials, labor, supervision, services, equipment, tools, supplies, power, accessories, facilities, shipping, and any other items required to accomplish the work scope. All work must comply with FAA regulations and be coordinated with DPS Aircraft Maintenance Inspectors.
The contract will commence upon award around July 1, 2026, and will continue through June 30, 2028. There is an option to renew for five additional one-year terms at the State's discretion.
Maintenance services will primarily be performed at the DPS facilities in Anchorage and Fairbanks but may also include off-site locations as needed throughout Alaska.
Bidders must have a valid Alaska business license or obtain one prior to contract award. They must meet FAA qualifications for maintenance personnel (14 CFR Part 65), provide documented evidence of similar previous work within the last 24 months, maintain an approved drug-testing program for personnel, designate a certified A&P mechanic for oversight of maintenance tasks, and submit evidence of FAA-licensed mechanics with their bid. Subcontractors must also be approved by the State.
