Background

The City of New Haven is seeking competitive proposals for the provision of electricity supply to municipal accounts. The goal is to secure competitive pricing, reduce rate volatility, comply with Connecticut's clean energy goals, and leverage modern energy data and reporting capabilities. The selected supplier(s) will deliver energy to various city-owned buildings and facilities while ensuring compliance with all relevant standards and regulations. This procurement is specifically for multi-year retail electric supply with a block and index contract structure, covering municipal accounts including schools and public safety operations, but excluding private or residential electric service.

Work Details

The contract involves providing multi-year retail electric supply with an estimated annual usage of 46,000 MWh. The initial term will be for 60 months starting from the meter read date on or after July 1, 2026. Suppliers must meet minimum qualifications outlined in the Statement of Qualifications and be approved by the City before submitting price offers. The procurement includes two options for pricing: - Option 1 (Fixed RPS): Sellers may pass-through actual costs incurred related to ISO New England Installed Capacity and Day-Ahead energy. - Option 2 (Floating RPS): Allows similar pass-throughs at market rates. Billing will be dual format with a preference for one monthly summary bill accompanied by detailed account-level data in Excel format.

The contract will commence on July 1, 2026, with an initial term of 60 months from the meter read date.
