Davit Crane Fall Protection System At Hrwpcf

Background

The Town of Manchester, Connecticut, through its Water and Sewer Department, is soliciting proposals from qualified contractors for the design, supply, fabrication, and installation of Davit Crane Fall Protection Systems at the Hockanum River Water Pollution Control Facility (HRWPCF). This facility is a wastewater treatment plant designed to treat up to 8.25 million gallons per day and is critical for enhancing worker safety during confined-space entry, rescue operations, and maintenance activities at various tanks and structures throughout the facility. The project aims to comply with OSHA, ANSI, and EM-385 standards while minimizing disruption to operations.

Work Details

The contractor will provide a complete turnkey solution that includes: 1) Design, supply, fabrication, equipment rental, shipping, and installation of an approximately 24’ OSHA compliant fixed ladder with a Fixed Ladder Fall Protection System including extension masts. The ladder must be custom fabricated from 6061 aluminum with specific design requirements including solid rungs and proper height extensions. 2) Rooftop fall protection systems including approximately 75’ of OSHA compliant counterweight rooftop guardrail and 180’ of warning line. The guardrail must be constructed from high-strength steel and meet specific height requirements. 3) Installation of Davit Arm Systems anchorage materials at multiple critical locations throughout the facility. All work must be performed by certified professionals with a minimum of five years of experience in fall protection system design and installation.

The contract will commence upon award and is expected to proceed without interruption until completion as specified in the project timeline.

Bidder Requirements

Bidders must have relevant certifications including EM-385 Fall Protection Competent Person Certification. They are also required to maintain specified insurance coverages naming the Town of Manchester as additional insured. Compliance with the Town's Living Wage Ordinance is mandatory for contracts exceeding $25,000.
