Background The U.S. Fish and Wildlife Service (USFWS) is the premier Government agency dedicated to the conservation, protection, and enhancement of fish, wildlife, and plants, and their habitats. The Pacific Islands Fish and Wildlife Office (PIFWO) employs professionals across the Pacific region, including Hawaii, Guam, and the Northern Mariana Islands. The USFWS PIFWO requires Marine Natural Resource Support Services to assist in managing projects related to natural resource assessments, data analysis, and reporting for marine species in the U.S.-leased areas of the Marshall Islands. Work Details The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Marine Natural Resource Support Services. Specific tasks include: - Technical assistance with benthic habitat mapping. - Database entry and management. - Species identification of RMI flora and fauna in the marine environment. - Identification and georeferencing of invasive species. - Identification of Endangered Species Act listed species. - Reviewing scientific documents produced from project activities. - SCUBA diving and snorkeling for data collection using established methods. - Logistics planning for field operations. - Maintenance of safety equipment required for USFWS Scientific Diving in Region 1. Period of Performance The period of performance is from June 15, 2026 to September 30, 2027 with options for two additional 12-month periods. Place of Performance The contract will be performed in Honolulu, Hawaii and Kwajalein Atoll in the Republic of the Marshall Islands. Bidder Requirements The Contractor must be a resident of the United States or U.S. Territories at the time of contract award. Key personnel must have documented training in scientific diving from an American Academy of Underwater Sciences (AAUS) institution or demonstrated expertise in scientific diving methods.
