Summary: Background The Indian Health Service (IHS), Great Plains Area, is issuing this solicitation for HVAC Preventative Maintenance services at the Standing Rock Hospital in Fort Yates, North Dakota, and the Great Plains Area Youth Regional Treatment Center (YRTC) in Wakpala, South Dakota. The goal of this contract is to ensure reliable operations of HVAC systems, regulatory compliance, patient safety, occupant comfort, and equipment longevity within healthcare and residential treatment facilities. Work Details The contractor will perform comprehensive HVAC preventative maintenance services including: - Preventative maintenance of air handling units (AHUs), boilers, chillers, pumps, variable air volume (VAV) boxes, and split systems. - Verification and maintenance of Building Automation Systems (BAS)/JCI Metasys. - Emergency HVAC repair response services. - Equipment inspection, testing, documentation, and reporting. - Coordination with facility personnel in occupied healthcare environments. The contractor shall provide all labor, supervision, materials, equipment, tools, transportation, and incidentals necessary to perform these services as per the Statements of Work attached to the solicitation. Period of Performance Base Year: July 1, 2026 – June 30, 2027; Option Year 1: July 1, 2027 – June 30, 2028; Option Year 2: July 1, 2028 – June 30, 2029; Option Year 3: July 1, 2029 – June 30, 2030; Option Year 4: July 1, 2030 – June 30, 2031. Bidder Requirements This acquisition is a 100% Indian Small Business Economic Enterprise (ISBEE) Set-Aside under the Buy Indian Act. Bidders must certify that they qualify as an ISBEE by being at least 51% owned by one or more Indians or Indian Tribes and that management and daily operations are controlled by one or more Indians. Additionally, bidders must maintain all necessary licenses for HVAC work and comply with bonding and insurance requirements. The prior award was valued at $118,000 with a period of performance from 11/30/24 to 11/29/25 and covered HVAC PM work at the same facility.
