This Sources Sought Notice is being posted as outlined in FAR 15.201(c)(3) and is intended only as a request for information to determine if an Indian Small Business Economic Enterprise (ISBEE) Set-Aside (specific to Department of Interior and Indian Health Service) or a Total Small Business Set-Aside can fulfill the requirements set forth below. This is not a solicitation and no reimbursement will be made for any costs associated with providing information in response to this notice. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE), when authorized and practicable. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ The Albuquerque Area Indian Health Service is conducting a market research survey, pursuant to FAR 10.001, to identify businesses capable of performing the services listed below: 1. NAICS Code: 611430- Professional and Management Development Training a. If a different NAICS code is suggested, please include the proposed NAICS code and rationale. 2. Background The Albuquerque Area Indian Health Service (IHS) is seeking to identify businesses capable of providing hands-on water, wastewater, and solid waste operations and management training. This initiative aligns with the agency's mission to enhance environmental health and engineering services for Indian Health Service facilities. The contract aims to fulfill operational training needs through the development and delivery of specialized training courses. Work Details The contractor will be responsible for developing and delivering training courses that include: 1. Course design requests for on-demand, web-facilitated, and/or face-to-face offerings. 2. Drafting training course documentation and materials within 90 days of BPA call execution, including course objectives, agenda, instruction methods, teaching strategies, knowledge transfer assessments, learning materials, and instructor biographies. 3. Providing government-owned trainings that may require minor modifications with COR approval. Courses include but are not limited to: Pumps for operators, Lift station operations, Basic electrical controls, Advanced electrical controls, Construction inspection, Water distribution, Disinfection workshops, Wastewater inspection and compliance, Wastewater collections pumping and lagoons, Managing utility asset plans. 4. Developing new training courses as needed to meet emerging tribal utility operational needs. 5. Providing spiral-bound training manuals for attendees that include agendas, instructor bios, presentation slides, exercises, and reference materials. Manuals must be shipped if they exceed 2 inches in thickness. 6. Completing pre-course review forms two weeks prior to each class delivery.
