Background

The City of Phoenix is seeking qualifications for the Phoenix Deer Valley Airport Taxiway C Reconstruction and Strengthening project. This project aims to enhance the airport's infrastructure due to increased traffic and aircraft size, as well as aging pavement. The estimated construction cost is $15 million. The selected Construction Manager at Risk (CMAR) will collaborate with the designer of record and City staff to ensure an efficient design approach.

Work Details

The CMAR will provide preconstruction services including detailed cost estimating, project planning, scheduling, and assisting with permitting processes. During the construction phase, the CMAR will reconstruct Taxiway C, which includes striping, utility location, pavement replacement, and upgrading taxiway lights and signs to LED technology. The CMAR must self-perform a minimum of 45% of the construction work and will be responsible for soliciting bids from prequalified subcontractors. The work will be completed in multiple phases contingent on available grant funding.

Period of Performance

The contract period involves multiple phases contingent on grant funding availability.

Place of Performance

The project site is located at 702 W. Deer Valley Road, Phoenix, AZ.

Bidder Requirements

Bidders must be registered in the City’s Vendor Management System prior to submitting a proposal. They must hold appropriate Arizona contractor licenses and submit a Statement of Outreach Commitment (Form EO1-100) with their qualifications. The CMAR is also required to implement a subcontractor selection plan that promotes local and small business participation.
