PROCUREMENT TYPE

The Government anticipates awarding a single firm-fixed price contract to meet this requirement. This firm-fixed price contract will be awarded using Lowest Price Technically Acceptable Process defined at FAR Part 15.101-2. Accordingly, we are requesting you review the information within the solicitation and attachments. SET-ASIDE: This acquisition will be a 100% Service-Disabled Veteran Owned Small Businesses (SDVOSB) Set-aside. Offers will only be accepted from SDVOSB. Offers received from concerns that are not SDVOSB concerns shall be considered nonresponsive and will be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238220 Plumbing, Heating, and Air-Conditioning Contractors and the small business size standard is $19 million.

ESTIMATED MAGNITUDE OF CONSTRUCTION

In accordance with FAR 36.204, the project magnitude is estimated to be between $250,000 and $500,000.

Davis Bacon General Wage Decision Number: VA20260007, Virginia County, Richmond; Construction Type: Building DURATION: The contract performance period is expected to be 242 calendar days from notice to proceed; the period of performance is negotiable.

Summary: Background The National Park Service (NPS) is issuing this solicitation to replace HVAC systems and controls across several facilities. The goal of the contract is to enhance the energy efficiency and operational reliability of HVAC systems in historical buildings, ensuring compliance with modern standards while preserving their historical integrity. Work Details The contractor will perform the following tasks: 1. Chimborazo Visitor Center: Replace heat pump, replace air handling unit (AHU), install variable air volume (VAV) boxes, clean existing ductwork, commission systems, and install new controls. 2. Cold Harbor Visitor Center: Replace heat pump, replace exhaust fans, clean existing ductwork, commission systems, and install new controls. 3. Watt House: Replace heat pump, clean existing ductwork, commission systems, and install new controls. 4. Ranger Office at 1900 Maintenance Way: Replace heat pump, clean existing ductwork, commission systems, and install new controls. 5. Maintenance Building: Replace heat pump, install a new mini-split system, install new attic fans, clean existing ductwork, commission systems, and install new controls. 6. Auto Shop: Remove PTAC unit and install a new mini-split system, replace boiler, clean existing ductwork, commission systems, and install new controls. Optional work includes replacing HVAC systems at Garthright House and Housing Quarters 13 with similar tasks as above. Period of Performance The contract performance period is expected to be from July 20, 2026 to March 22, 2027. Place of Performance The construction projects will be performed at various locations in Richmond County, Virginia. Bidder Requirements This acquisition is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. Bidders must provide performance and payment bonds within 10 calendar days after award. Contractors must hold appropriate licenses for HVAC work and comply with Davis Bacon wage rates as specified in Wage Decision Number VA20260007.
