If there is not enough competition and/or reasonably priced offers received from the ISBEE set-aside, then quotes will be considered for award to other small business concerns. Summary: Background The Department of Health and Human Services (DHHS), Albuquerque Area Indian Health Service (IHS), is issuing Solicitation No. 75H70726Q00057 as a Request for Quotation (RFQ) for the repair of concrete steps at the Mescalero Indian Health Center located in Mescalero, NM. This acquisition is set-aside for small business concerns and aims to restore the structural integrity of damaged concrete steps, eliminate trip hazards, and improve safety in snowy and icy conditions. Work Details The contractor shall provide all labor, materials, tools, equipment, supervision, and incidentals necessary to complete the following tasks: 1. Concrete Step Repair (less than 1.5 inches in depth): a) Remove all loose cracked and deteriorated concrete from damaged steps; b) Clean and treat exposed reinforcing steel; c) Apply corrosion inhibitor and bonding agent; d) Patch and rebuild step edges using freeze/thaw-resistant concrete repair mortar; e) Shape and finish step edges; f) Verify repaired areas are level and free of trip hazards; g) Cure repairs per manufacturer specifications. 2. Reinforced Concrete Step Repair (exceeding 1.5 inches in depth): a) Provide additional mechanical reinforcement prior to placing repair material; b) Install reinforcing dowels for structural continuity; c) Set dowels with structural epoxy adhesive; d) Ensure proper spacing of dowels along repaired edges. 3. Surface Protection: Provide non-slip surface treatment on each step's top surface suitable for outdoor use. 4. Handrail Inspection: Inspect existing handrails for stability and code compliance, tightening or replacing as necessary. Period of Performance The period of performance for this contract is from July 1, 2026, to August 31, 2026. Place of Performance Mescalero Service Unit, 318 Abalone Loop, Mescalero, NM 88340. Bidder Requirements Bidders must be classified as an Indian Small Business Economic Enterprise (ISBEE). They are required to provide proof of liability insurance or a statement that proof will be provided prior to commencement of work.
