Summary: Background The Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE) are seeking to procure comprehensive detention services to increase bed capacity in support of the administration's interior enforcement and border decompression goals. This contract is aimed at supporting the ICE Enforcement and Removal Operations (ERO) Saint Paul Minnesota Field Office for a duration of five years, ensuring that the facility can accommodate up to 1600 detainees while providing essential services such as housing, guards, meals, medical care, and transportation. The contractor must ensure that these services are operational within a reasonable timeframe following the contract award. Work Details The contractor is responsible for providing all personnel, detention management, equipment, facilities, supplies, transportation, medical care, and onsite hearings in compliance with ICE 2026 National Detention Standards (NDS), American Correctional Association (ACA) Standards for Adult Local Detention Facilities (ALDF), Standards for Health Services in Jails, and National Commission on Correctional Health Care (NCCHC). Specific tasks include: 1. Designing and implementing a dedicated Behavioral Health Unit (BHU) with space for 20 beds for detainees with serious mental illness. 2. Ensuring the BHU includes multipurpose group rooms, provider offices, nursing stations, sick call office space, observation rooms, and suicide watch rooms. 3. Operating the BHU to accept and treat both male and female detainees with medium to high classification levels. 4. Conducting an Admissions Review Panel to evaluate candidates for admission based on specific mental health criteria. 5. Providing comprehensive booking procedures for detainees including searching, fingerprinting, photographing, medical screening, and collecting personal history data. Bidder Requirements Bidders must demonstrate relevant experience in managing secure detention facilities. Key personnel qualifications include: - Project Manager with authority over contractor employees. - Health Services Administrator with a master's degree in healthcare administration or related field and leadership experience. - Clinical Director with a Doctor of Medicine or Osteopathic Medicine degree and board certification. - Mental Health Providers must hold appropriate licenses such as Clinical Psychologist or Licensed Clinical Social Worker (LCSW).
