This contract supports the ICE ERO Saint Paul Minnesota Field Office with the provision of comprehensive detention services for five years. This required geographical area is essential for ERO to accomplish its apprehension and detention, and removal mission in the most cost efficient and timely manner. The facility must have a capacity of up to 1600 detainees, while also providing guards, meals, medical care, and transportation services. It must also be fully operational within a reasonable time of the contract award date. These services are required to support ERO's mission to safely detain illegal aliens while they await trial or deportation. The contractor provides all personnel, detention management, equipment, facilities, supplies, transportation, medical care, and onsite hearings in accordance with the ICE 2026 National Detention Standards (NDS), American Correctional Association (ACA) Standards for Adult Local Detention Facilities (ALDF), Standards for Health Services in Jails, and National Commission on Correctional Health Care (NCCHC). ICE intends to procure these detention services pursuant to RFO Subpart 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. Core Civic is the sole owner and operator of the Prairie detention facility that meets ICE requirements in the timeframe.

Work Details The contractor is responsible for providing all personnel, detention management, equipment, facilities, supplies, transportation, medical care, and onsite hearings in compliance with ICE 2026 National Detention Standards (NDS), American Correctional Association (ACA) Standards for Adult Local Detention Facilities (ALDF), Standards for Health Services in Jails, and National Commission on Correctional Health Care (NCCHC). Specific tasks include: 1. Designing and implementing a dedicated Behavioral Health Unit (BHU) with space for 20 beds for detainees with serious mental illness. 2. Ensuring the BHU includes multipurpose group rooms, provider offices, nursing stations, sick call office space, observation rooms, and suicide watch rooms. 3. Operating the BHU to accept and treat both male and female detainees with medium to high classification levels. 4. Conducting an Admissions Review Panel to evaluate candidates for admission based on specific mental health criteria. 5. Providing comprehensive booking procedures for detainees including searching, fingerprinting, photographing, medical screening, and collecting personal history data. Key personnel qualifications include: - Project Manager with authority over contractor employees. - Health Services Administrator with a master's degree in healthcare administration or related field and leadership experience. - Clinical Director with a Doctor of Medicine or Osteopathic Medicine degree and board certification. - Mental Health Providers must hold appropriate licenses such as Clinical Psychologist or Licensed Clinical Social Worker (LCSW). All personnel must maintain current certifications relevant to their roles.
