Background Grissom Air Reserve Base (GARB) will host the Grissom Air & Space Expo event, expected to attract over 40,000 visitors and approximately 15,000 vehicles daily on August 29 and 30, 2026. The goal of this contract is to provide traffic management services in coordination with local and state law enforcement to ensure safe and efficient vehicle and pedestrian movement during the event. Work Details The contractor will be responsible for guiding inbound and outbound traffic from main thoroughfares such as U.S. 31/IN-218 to designated parking zones, managing parking efficiently within these zones, and facilitating the safe exit of vehicles after the event. Specific tasks include: 1. Pre-Event Planning & Set-up: Maintain communication with GARB representatives, provide employee information for access eligibility screening at least 30 days prior to the event, follow base defense plan requirements, and submit employee changes immediately for approval. 2. Traffic Management: Coordinate with Indiana State Police to manage traffic flow into and out of parking zones during the event hours (0800 to approximately 1700), ensuring a safe environment for all attendees. Responsibilities may extend past 1800 hours as determined by the Airshow Director or designated representative. Period of Performance From August 27, 2026, to August 30, 2026. Place of Performance Grissom Air Reserve Base, Indiana. Bidder Requirements This solicitation is set aside for Small Business participation. Bidders must demonstrate experience managing traffic and parking for large-scale events with attendance of at least 30,000 visitors. Additionally, contractors must have knowledge of working with local authorities such as police and transportation departments.
