Much of the work is anticipated to occur at the contractor's home offices. Bidder Requirements Bidders must demonstrate qualifications relevant to architectural and engineering services. They should have experience with Department of Defense projects or similar federal contracts. The contractor must provide a list of personnel needed for each task order along with their qualifications, estimated time required for completion, itemized costs for materials and travel, and adhere to all local, state, federal, and host-nation requirements. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on multiple related Army A-E contracts awarded under W912DY24, including Dynotec-Kzf JV (approximately $3.98M) for PCR2 and DD1391 updates with 35% design, value engineering, and cost/schedule risk analysis, as well as The Mason & Hanger Group (approximately $1.18M) for the base scope. Additional confirmed incumbents also performed closely related design support tasks such as revising/updating unified facilities guide specifications and updating submittals. These prior efforts align with the current HAESI 2.0 scope covering planning/feasibility, engineering and design services (including CADD/BIM), value engineering, estimating, and specification/design review activities that appear to continue the same facility programming and design-update workstream.
