The National Oceanic and Atmospheric Administration (NOAA) National Geodetic Survey (NGS) supports core hydrographic and geospatial missions and also performs rapid-response data collection following natural and manmade disasters. The Government requires terrestrial lidar scanners, and associated software, maintenance, training, licensing and warranties. A full description of the specifications and requirement is provided in the draft Statement of Need. Background The National Oceanic and Atmospheric Administration (NOAA) National Geodetic Survey (NGS) is conducting market research to identify potential sources for purchasing terrestrial lidar scanners and associated software, maintenance, training, and warranties. This effort supports NOAA's core hydrographic and geospatial missions, including rapid-response data collection following natural and manmade disasters. The goal is to gather information on current capabilities of businesses within the market to fulfill these requirements. Work Details The contract requires the provision of two terrestrial laser scanning systems capable of collecting survey-grade 3D data at long range (≥ 2,000m) and a portable short range (>600m). The systems must maintain high accuracy and sufficient point density to support emergency response, damage assessment, and geodetic applications nationwide. Specific requirements include: - Long-Range Terrestrial Lidar System: - A terrestrial laser scanner suitable for outdoor survey and mapping applications. - The first system must collect high-precision terrestrial LiDAR data at stand-off distances of at least 2,000 meters under manufacturer-published operating conditions. - The second system must collect high-precision terrestrial LiDAR data at stand-off distances of at least 600 meters under manufacturer-published operating conditions. - A one-year warranty option is required. - Associated software, maintenance, training, and licensing plans must be included. Period of Performance The geographic location(s) the contract will be performed (if provided) Bidder Requirements Bidders must demonstrate capability to provide the required terrestrial lidar scanners and associated services.
