Summary: Background The US Forest Service (USFS), part of the US Department of Agriculture (USDA), is issuing this solicitation for the reconstruction of the Rob Brook Road Bridge located in the White Mountain National Forest. The goal of this contract is to replace the existing bridge structure to ensure safe and reliable access across Douglas Brook, enhancing transportation infrastructure within the national forest. Work Details The contractor will be responsible for the demolition of the existing 28-foot bridge structure and proper disposal of all materials. The new construction will involve a 44-foot bridge that utilizes steel stringers from a previous bridge, concrete abutments and wingwalls with micropiles, and a timber deck with a wearing surface. Additional tasks include armoring the shore with riprap, installing guardrails, and treating approach surfaces. All work must comply with federal, state, and local regulations as outlined in the attached specifications and drawings. Period of Performance The contractor shall begin performance within 7 calendar days after receiving the award and complete it within 150 calendar days. Place of Performance Saco Ranger District, White Mountain National Forest, Carroll County, New Hampshire. Bidder Requirements This solicitation is set aside 100% for Small Business entities. Bidders must furnish required performance and payment bonds within 10 calendar days after award. Contractors must also obtain any necessary permits as required by local, state, and federal regulations. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract with CPM Constructors under solicitation/contract 12445525C0028 (WMF Gilead Trail Bridge Superstructure Replacement) valued at $291,450 for 10/01/25–12/31/26. The prior work and the current project both involve bridge replacement activities on the White Mountain National Forest, including demolition/disposal and installation of new bridge components (e.g., superstructure-related work), suggesting the Rob Brook Bridge Replacement may be a continuation of similar bridge construction scope within the same agency and geographic area.
