DISPATCH COMMUNICATION SERVICES 2026 BURNING MAN
Background The Bureau of Land Management (BLM) is issuing this contract for Dispatch Communication Services in support of the 2026 Burning Man Event, which is an international art festival held in Black Rock City, Nevada. The event creates a temporary community dedicated to radical self-expression and self-reliance, becoming the seventh largest city in Nevada for eight days. The BLM's mission during this event is to ensure public safety and resource protection through the enforcement of federal laws and regulations, as well as the stipulations outlined in a Special Recreation Permit (SRP) issued to Black Rock City LLC. This contract aims to provide necessary personnel and operational support for the BLM's Emergency Dispatch Center (EDC) during the event. Work Details The contractor shall provide experienced personnel to staff and operate the BLM portion of the Emergency Dispatch Center (EDC) 24 hours per day during the Burning Man Event. The services required include: 1. Providing Mission Support Technicians (MST), also known as Telecommunicators or Dispatchers. 2. Providing Lead Mission Support Technicians, also known as Lead Public Safety Telecommunicators or Lead Dispatchers. 3. Providing Assistant Center Managers, also known as Supervisory Public Safety Telecommunicators or Supervisory Dispatchers. 4. Ensuring that all personnel are trained and experienced in emergency dispatch operations to effectively support public safety efforts throughout the event. Period of Performance The contract will be performed from July 1, 2026, to September 30, 2026. Place of Performance The services will be performed in Gerlach, NV, specifically at the BLM-NV Black Rock Field Office. Bidder Requirements Bidders must demonstrate their technical capability by providing a narrative that includes relevant information about personnel qualifications, staffing plans, and management strategies. They must also provide a recruitment plan if new staff are needed, ensuring that qualified personnel are ready by the start of the performance period. Additionally, bidders should have at least three recent relevant experiences in similar contracts within the past five years. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award 140L3924P0078, awarded to LAW Enforcement Temporary Placement Service for dispatch services supporting the 2024 Burning Man Event (value $470,339; 05/16/24–12/13/25). The prior work involved dispatch services for the event, and the current requirement similarly calls for staffing and operating the BLM Emergency Dispatch Center with mission support technicians/telecommunicators, lead dispatchers, and supervisory dispatchers on a 24/7 basis during the Burning Man period.
