The 179th Cyberspace Wing, Mansfield Ohio ANG Contracting Office is issuing this Solicitation notice for Project No's: PBXP 262002 B522 HVAC Repairs, and PBXP 222103 - B414 DEMO. Bids will be evaluated in accordance with RFO FAR 14.306. Bids will be evaluated without discussions. Award will be made in accordance with RFO FAR 14.307(b). This project is solicited as SET ASIDE FOR SMALL BUSINESSES, 100%. All responsible bidders are encouraged to participate. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $45,000,000 average annual revenue for the previous three (3) years. The magnitude is between $250,000.00 and $1,000,000.00. See Sec 00 21 00 - Instructions, for pertinent details and instructions related to site visit. Interested contractors are highly encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. Summary: Background The 179th Cyberspace Wing, Mansfield Ohio ANG Contracting Office is issuing this solicitation for Project No's: PBXP 262002 – B522 HVAC Repairs, and PBXP 222103 - B414 DEMO. This project is set aside for small businesses, with a magnitude between $250,000.00 and $1,000,000.00. Work Details The contractor shall furnish and install a complete and operational HVAC system to replace the existing Air-Cooled Condensing Unit (ACCU) and Air Handling Unit (AHU) serving Building 522. This includes: 1) Furnishing and installing one new ACCU with a minimum capacity of 90 MBH; 2) Furnishing and installing one new modular, multi-section AHU with a minimum capacity of 3000 CFM; 3) Installing all new properly sized and insulated refrigerant lines; 4) Providing all necessary electrical work including power and control wiring to support the new system; 5) Complete demolition and off-site disposal of the existing ACCU, AHU, and associated components; 6) Recovery of all existing R-22 refrigerant in accordance with environmental regulations; 7) Testing and balancing the new HVAC system to verify performance requirements; 8) Providing familiarization training for government maintenance personnel on the operation and maintenance of the new system; 9) Supplying complete Operation & Maintenance manuals upon project completion. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance Mansfield Lahm ANG Base, Mansfield, Ohio. Bidder Requirements Bidders are required to provide performance and payment bonds. All contractor employees requiring access to US Government installations must complete AT Level I training within 45 calendar days after contract start date. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract history, with Harris & Stewart Electrical listed on two recent awards at the same installation (W50S8R25CA005, $391,538; and W50S8R26CA001, $75,954). The prior work includes repairing HVAC systems and replacing or repairing existing HVAC equipment (e.g., HVAC repairs in building areas such as B164 and SIPR room HVAC), which aligns with the current requirement to replace/upgrade major HVAC components (ACCU/AHU), perform associated electrical and refrigerant line work, and complete demolition/disposal.
