2026 Alley Cost Share Program

Background

The City of Davenport, Iowa, is issuing an Invitation to Bid for the 2026 Alley Cost Share Program. This project aims to improve two alleys located in Davenport: Alley 1 between Brady Street and Perry Street from E 14th Street to E 15th Street, and Alley 2 between W 16th Street and W 15th Street from Gaines Street to Scott Street. The goal of this contract is to enhance the infrastructure of these alleys through various construction improvements.

Work Details

The proposed improvements for Alley 1 include: - Milling of existing 2 inches of asphalt pavement - Placement of 2 inches of asphalt surface material for the length of the project - Full depth patching - Geo fabric/grid materials if needed - Replacement of adjacent driveway approaches - Reconstruction of sidewalks at intersections including ADA ramp construction - Topsoil and sodding - Erosion control. For Alley 2, the improvements include: - Removal of PCC and HMA roadway pavement for the length of the project - Full depth aggregate stone base material - Geo fabric/grid materials if needed - Reconstruction of roadway with PCC alley approaches and HMA pavement - Resetting all existing utility surface features to finish grade - Replacement of adjacent driveway approaches - Reconstruction of sidewalks at intersections including ADA ramp construction - Topsoil and sodding - Erosion control.

Period of Performance

The contractor shall complete all work within 35 working days. The site is expected to be available by August 1, 2026.

Place of Performance

The work will be performed in two alleys located in Davenport, Iowa.

Bidder Requirements

Bids must be submitted electronically through the City of Davenport e-bidding system. A bid bond of 5% is required for bids over $100,000. The awarded contractor must furnish a performance bond equal to 100% of the contract amount. Bidders must provide a Certificate of Insurance for General Liability and Workers Compensation. Compliance with SUDAS specifications is required.
