Summary (Newest Update)

Background The Department of the Navy, Military Sealift Command (MSC) Norfolk is issuing a Class Justification and Approval (J&A) for the award modifications under contract N3220526C0006 for the Regular Overhaul/Dry-Docking of the USNS MERCY (T-AH 19). This action is necessary to incorporate work items needed to comply with regulatory requirements set forth by the U.S. Navy, U.S. Coast Guard, and American Bureau of Shipping. The initial contract was awarded for $89,003,482.07. Work Details The work includes a total of 205 specific tasks that must be completed to meet regulatory compliance. These tasks were identified during inspections conducted by the vessel’s crew and shore personnel from January 23, 2026, through June 3, 2026. The repairs are essential for ensuring Safety Management System objectives are met, achieving Operational Availability, and maintaining the vessel's configuration. The urgency of these repairs is underscored by the need to avoid delays in returning the vessel to a mission-ready status, which would incur significant daily costs. Period of Performance The period of performance for this contract modification is from March 20, 2026, through September 20, 2026. Place of Performance The work will be performed at a shipyard facility capable of conducting dry-docking and overhaul services for naval vessels. Bidder Requirements Due to the unusual and compelling urgency as outlined in 10 U.S.C 3204(a)(2), competitive solicitation for these work items is not feasible at this time. The contracting activity has determined that this requirement does not currently support full and open competition. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award N3220526C0006, awarded to Vigor Marine for the USNS MERCY (T-AH 19) Regular Overhaul and Dry Docking with a value of $90,220,312 and a period of performance from 01/30/26–09/20/26. The current FY26 ROH/DD modification is described as “new work” under the same vessel and overhaul/dry-docking effort, with additional tasks tied to regulatory compliance and inspection-identified work items that would be executed during the same general maintenance period.
