Summary

This is a Sources Sought set aside for Indian Economic Enterprise (IEE) and Indian Small Business Economic (ISBEE). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The objective of this Sources Sought is to identify potential IEE and ISBEE vendor that can provide materials marketing and e-ordering software system services for the Indian Health Service (IHS).

ELIGIBLE VENDORS

Businesses MUST be Indian Economic Enterprises (IEEs) (at least 51% Indian owned and controlled). All respondents shall be registered in the System for Award Management (SAM) located at https://www.sam.gov.

SMALL BUSINESS STATUS

Provide business size and socioeconomic status (e.g., ISBEE, IEE), along with your UEI, organization name, address, and point of contact. The anticipated NAICS code for this requirement is 518210- Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.

ADDITIONAL INFORMATION

Provide any additional information that may assist the Government in refining its acquisition strategy or determining whether a competitive set-aside or other RFO-aligned commercial approach is appropriate.

Capability Statement Submission Instructions

Interested companies should review the attachments (Statement of Work and IEE Representation Form) and then submit a response that provides feedback. Capability statements and complete attached IEE Representation Form shall be submitted via email to john.otubu@hhs.gov no later than 12:00 PM EST on JUNE 15, 2026. Background The Indian Health Service (IHS) is seeking to identify potential vendors that are Indian Economic Enterprises (IEEs) or Indian Small Business Economic Enterprises (ISBEEs) for the deployment of an Enterprise Resource Planning (ERP) System Phase 3. The goal of this contract is to provide materials marketing and e-ordering software system services to support the IHS's mission. Work Details The contractor will be responsible for several key tasks: 1. Enhancements to Supply Chain Resource Planning Solution, including ERP software installation and integration, with a focus on supporting incident management, system maintenance, Oracle updates, integration support, and user support services. 2. Production Operations Support, which includes incident, change, and release management support; application monitoring; quarterly Oracle Fusion Cloud update cycles; maintaining system configurations; and providing operational reporting. 3. Optional Task: Additional Process Improvements and Enhancements on a Time and Materials basis, focusing on continuous improvement initiatives and enhancements identified during the execution of prior tasks. This may include enhancements to Oracle Fusion Cloud configurations, custom applications, reporting capabilities, process optimization across various operations, and usability improvements. Period of Performance Task 1: September 1, 2026 – August 31, 2027; Task 2: September 1, 2027 – August 31, 2029; Task 3: September 1, 2026 – August 31, 2028. Place of Performance The work will be performed at locations designated by the IHS.
