Summary (Newest Update)

Background The Department of Veterans Affairs (VA) is issuing this solicitation for Medical Gas Services for the Nebraska Western Iowa Health Care System. The goal of this contract is to ensure the proper maintenance and repair of medical gas systems critical for patient care, thereby ensuring compliance with healthcare standards. This procurement is a total set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). Work Details The contractor will provide all labor, materials, and transportation necessary to perform preventative maintenance services on medical gas systems, including vacuum pumps, reserve manifolds, alarm panels, compressors, and associated components. The contractor must adhere to the most current NFPA 99, NFPA 55, CGA, ASSE, VHA 7515, OSHA standards, and Joint Commission requirements. Specific tasks include: - Monthly inspections requiring at least 16 hours at Omaha VAMC and 8 hours at Grand Island VAMC. - Testing alarms and monitoring safeguards including area alarms and master alarms. - Conducting inspections on gas bulk sources, pipelines, isolation valves, and other critical components. - Providing an up-to-date inventory of parts used for preventative maintenance and corrective repairs. - Ensuring that impacts to critical spaces are coordinated in advance with the VA technical point of contact. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Omaha VA Medical Center, 4101 Woolworth Avenue, Omaha, NE 68105; Grand Island VAMC, 2201 N Broadwell Ave, Grand Island, NE 68803. Bidder Requirements Bidders must meet qualifications related to staffing credentials and experience in medical gas services as specified in the Statement of Work. The opportunity is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on contract 36C26322P0173 awarded to Veterans Elite for $584,572 (01/01/22–12/31/26), covering medical gas system inspection and maintenance for the Nebraska–Western Iowa VA Health Care System. The current RFQ similarly requires preventative maintenance and repair of medical gas systems and components (e.g., vacuum pumps, reserve manifolds, alarm panels, compressors) with ongoing inspections and testing at the same VA facilities. The scope and service type indicate the new procurement is likely a continuation of the incumbent’s existing medical gas maintenance program.
