This Call for Solution is issued under the Army Open Solicitation W9128Z-25-S-A002. The Army Contracting Command Redstone Arsenal, on behalf of the office of the US Army Aviation and Missile Command (AMCOM), is seeking innovative solutions for Advanced Manufacturing Components and OIB Technology Insertion. The US Army recognizes the need for accelerated modernization of weapon systems through Advanced Manufacturing (AdvM) technologies that directly address issues and challenges in the supply chain to underpin readiness of Army materiel. The US Army also recognizes the need to transition AdvM technology to the Organic Industrial Base (OIB). The goal of this project is to support the design and qualification of aviation and missile AdvM parts through innovative tools, methodologies, qualification frameworks for the modernization and sustainment of Army aviation and missile components and assist with technology insertions at the OIB. The provided engineering and technical services shall span the full lifecycle of AdvM implementation to include candidate assessments, concept development, design maturation, material and process selection, analysis, prototyping, and supporting all testing, qualification, and certification requirements. Background The Army Contracting Command – Redstone Arsenal, on behalf of the US Army Aviation and Missile Command (AMCOM), is issuing this Call for Solutions under the Army Open Solicitation W9128Z-25-S-A002. The US Army aims to modernize weapon systems through Advanced Manufacturing (AdvM) technologies to address supply chain challenges and enhance readiness of Army materiel. This project focuses on supporting the design and qualification of aviation and missile AdvM parts, transitioning AdvM technology to the Organic Industrial Base (OIB), and ensuring comprehensive engineering and technical services throughout the lifecycle of AdvM implementation. Work Details The contractor will provide engineering and technical services organized into key performance areas aligned with the program lifecycle, including: 1) Candidate Identification and Assessment: Collaborate with Government stakeholders to select AdvM candidates based on supply demand, design feasibility, and readiness impact; conduct suitability assessments evaluating technical feasibility. 2) Design Development and Maturation: Develop design concepts compliant with operational requirements; execute design-for-additive-manufacturing optimization; conduct safety margin analysis. 3) Modeling, Simulation, and Analysis: Use modeling to predict part behavior; validate predictions against physical test results. 4) Technical Data Package (TDP) Development: Deliver comprehensive TDPs for production; include all necessary technical data such as material specifications and quality assurance provisions. 5) Qualification and Certification Support: Prepare qualification packages; support airworthiness assessment documentation. 6) Continuous Technical Support: Engage in regular communication with stakeholders; conduct monthly Integrated Project Team meetings. 7) Technology Transfer Support: Prepare production-ready designs; facilitate technology insertions at OIB. Period of Performance The contract will be performed over a twenty-four (24) month period. Bidder Requirements Offerors must demonstrate an innovative, existing, and verifiable ability to accomplish the desired solution attributes outlined in Section 3 of the solicitation. They must also possess a Unique Entity ID (UEI), maintain active registration throughout the period of performance, accurately represent their small business size, be determined responsible by the Contracting Officer, disclose any potential Organizational Conflicts of Interest (OCIs), and monitor for any amendments. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract with National Center for Defense Manufacturing And Machining under W31P4Q21D0026 (total value $101,390,925; 09/29/21–09/30/26), including related task orders focused on advanced manufacturing improvements for missile fins and components, organic industrial base modernization, and manufacturing technology transition/human capital. The prior work includes manufacturing technology development, process analysis and demonstrations, and OIB modernization activities that align with the current call’s lifecycle engineering support for AdvM parts (candidate assessment through design maturation, qualification/certification support) and technology insertion at the OIB.
