The Defense Commissary Agency (DeCA) is a component of the Department of Defense reporting to the Under Secretary of Defense for Personnel and Readiness. DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to active-duty military personnel and retirees, members of the Reserve and National Guard, and their families. DeCA?s mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness. As a result of the National Defense Authorization Act for Fiscal Year 2026, which requires DeCA to perform price comparisons throughout its stores to ensure that the baseline of savings, decided by the Secretary of Defense, is being met. For this requirement, DeCA requires the support of a contractor to perform Fats and Bones / Oil and Grease Removal Services at the Travis AFB Commissary. This will include the lawful pickup/removal/disposal of supermarket animal and fish by products, fats and bones, chicken, pork, beef, lunch meat fish, sausages and used chicken oil and kitchen grease. Summary (Newest Update)

Background The Defense Commissary Agency (DeCA), part of the Department of Defense, operates a worldwide commissary system providing grocery products at significant savings to military personnel and their families. DeCA's mission is to enhance quality of life and readiness for service members. This contract is necessitated by the National Defense Authorization Act for Fiscal Year 2026, which mandates price comparisons across stores to ensure savings benchmarks are met. The contractor will support DeCA by providing Fats and Bones / Oil and Grease Removal Services at the Travis AFB Commissary. Work Details The contractor will be responsible for the lawful pickup, removal, and disposal of supermarket animal and fish by-products, including fats and bones from chicken, pork, beef, lunch meat, fish, sausages, as well as used chicken oil and kitchen grease. Specific tasks include: - Fats & Bones Removal/Pickup/Disposal: One pickup per week (52 times a year). - Used Chicken Oil and Kitchen Grease Removal/Pickup/Disposal: Four pickups per year (4 times a year). These services must comply with the Statement of Work (SOW) and contract terms. Period of Performance Base period from September 1, 2026 through August 31, 2027. Option periods extend through August 31 in subsequent years up to August 31, 2031. Place of Performance Travis AFB Commissary, 460 Skymaster Drive, Travis AFB, CA 94535-6290, United States. Bidder Requirements Bidders must meet the following requirements: - Small Business Set Aside - Total (SBA). - Provide a statement certifying understanding of minimum requirements outlined in the SOW. - Submit three past performance references similar to this work performed within the last three years. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract HDEC0521P0018, awarded to Sacramento Rendering for $154,000 from 09/01/21–08/31/26. The prior work description—fats and bones services and oil and grease removal services at Travis AFB, California—matches the current requirement for weekly fats/bones pickup and periodic used chicken oil/kitchen grease removal/disposal at the same commissary location, suggesting the new effort may be a continuation or follow-on of the existing by-product removal services.
