THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure Information System Operation Services Support (ISOSS) for White Sands Missile Range (WSMR),under Small Disadvantaged Business, Women-Owned Small Business (WOSB) to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes ? it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to the sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry, sam.gov. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is:541513 - Computer Facilities Management Services with size standard of $37 million. A continuing need is anticipated for the ISOSS requirement which is currently being fulfilled through current contract #W9115120D0009. Attached is the draft Performance Work Statement (PWS)
Background The U.S. Government is seeking to procure Information System Operation Services Support (ISOSS) for White Sands Missile Range (WSMR). This initiative aims to identify the capabilities of Small Disadvantaged Business and Women-Owned Small Business contractors to meet the requirements at a fair market price. This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP). A continuing need for ISOSS is anticipated, currently being fulfilled through contract #W9115120D0009. Work Details The contractor will be responsible for providing comprehensive Information System Operation Services Support, which includes: 1. **Phase-In**: Personnel must be on board to meet weekly during a 30-day phase-in period to familiarize themselves with performance requirements, including account management, security systems administration, and various software management tasks. 2. **Phase-Out**: If there is a change in contractor or if operations revert in-house, the incumbent contractor must provide familiarization support to the follow-on contractor. 3. **Knowledge Requirements**: All positions require in-depth knowledge of responsibilities, computer literacy, attention to detail, and customer service skills. Certifications are required as specified in the PWS. 4. **Work Environment**: Work will primarily occur in an office setting but may also involve exposure to hazardous conditions in field locations. 5. **Security Requirements**: Contractor personnel must have security clearances up to Secret level and comply with all operations and communications security procedures. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance White Sands Missile Range, New Mexico. Bidder Requirements Bidders must be classified as Small Disadvantaged Businesses or Women-Owned Small Businesses. They must possess necessary security clearances for access to classified information up to Secret level. Additionally, all Cyber Security program personnel must complete required training and certifications relevant to their duties.
