The 633d Contracting Squadron issued an Invitation for Bid (IFB) on 6 May 2026 for Paving Construction Services for complete maintenance of all paved surfaces at Joint Base Langley-Eustis. Summary: Background The 633d Contracting Squadron is issuing this Invitation for Bid (IFB) for Paving Construction Services aimed at the complete maintenance of all paved surfaces at Joint Base Langley-Eustis. The agency's mission includes ensuring the operational readiness and safety of airfield and base facilities, which is the goal of this contract. Work Details The scope of work includes providing all material, equipment, and labor necessary for maintaining base paved areas. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior awards under the Joint Base Langley-Eustis paving IDIQ contract (FA480021D0001), awarded to Aspen Construction Company for $25,224,942 from 04/14/21–04/13/26. The prior work includes maintaining base paved areas and performing construction and repair of curbs, sidewalks, concrete pads, and airfield pavements (including taxiways/ramp repairs), along with pavement markings and drainage repairs—activities that align closely with the current IFB’s complete maintenance of paved surfaces, including asphalt/concrete overlays, sealing/striping, pothole repairs, and airfield slab/spall and box drain maintenance.
