Background
The Oklahoma Department of Agriculture, Food and Forestry Services (ODAFF) is seeking to prepare for supplementing the recovery costs associated with catastrophic wildfires affecting the citizens, property, and natural resources of Oklahoma. The goal of this contract is to ensure that mechanisms are in place to effectively seek a Fire Management Assistance Grant (FMAG). Accurate tracking of agency and support agency costs will enable ODAFF to determine the eligibility for FMAG funding.
Work Details
The Supplier shall review the current ODAFF fire report process to ensure proper documentation is being captured for FMAG funding. Responsibilities include: - Determining if ODAFF cost rates match FEMA reimbursement rates; - Establishing and facilitating meetings with relevant agencies; - Providing guidance for creating agency forms to track necessary information; - Educating ODAFF personnel on FMAG implementations and reimbursements; - Furnishing all labor, supplies, and transportation necessary for professional services; - Submitting proposed changes to agency infrastructure for consideration. The contract covers the entire State of Oklahoma.
Period of Performance
The Contract Period shall commence from the effective date of the Purchase Order and conclude twelve (12) months thereafter, with an option to renew for three (3) additional years upon written approval.
Place of Performance
The services will be performed throughout the entire State of Oklahoma.
Bidder Requirements
The Supplier must have in-depth knowledge of wildland fire management at both national and state levels, be a qualified National Wildfire Coordination Group (NWCG) Incident Business Advisor (INBA), and possess experience as a Finance Section Chief Complex Qualified. Proof of qualifications must be provided through appropriate certifications or records from the Incident Qualification System.
